Umatilla Chemical Agent Disposal Facility weekly project update - July 21, 2010

Umatilla Chemical Depot workers took a pause Thursday, July 8, for the annual Depot Safety Day. Participants honed their skills in safety inspections, proper lifting techniques and ergonomics. The day also included fire extinguisher training, a personal protective equipment (PPE) fashion show and the annual chili cookoff.

Jim Hackett, CSEPP public affairs specialist for the depot, received the Chemical Stockpile Emergency Preparedness Program (CSEPP) program manager’s award at the National CSEPPWorkshop in Louisville,Ky., on June 24.

Umatilla Chemical Agent Disposal Facility weekly project update - July 15, 2010.

Disposal of mustard ton containers resumed Tuesday, July 13, shortly before midnight at the Umatilla Chemical Agent Disposal Facility (UMCDF) after an annual maintenance outage of the facility’s Metal Parts Furnace (MPF)

In accordance with the facility’s Resource Conservation Recovery Act (RCRA) permit, the facility will operate at 50 percent of the permitted Agent Trial Burn rate while officials from the Oregon Department of Environmental Quality (DEQ) analyze data from the test burns. The RCRA permit allows for increased rates once the Agent Trial Burn (ATB) data has been analyzed and an increase is authorized by the DEQ. UMCDF will work closely with DEQ to increase the operations rate as permitted.

The ATB was completed on June 27 and the MPF outage began June 28. Prior to the maintenance outage, 374 mustard ton containers had been destroyed or 14.2 percent of UMCD’s mustard agent stockpile.

The U.S. Army Chemical Materials Agency (CMA) announced Tuesday that on July 1, 2010, it achieved the destruction of 75 percent of its chemical agent stockpile as defined under international treaty obligations.

Weekly update, July 1, 2010, Umatilla Chemical Depot

The Agent Trial Burns (ATBs) for all three Umatilla Chemical Agent Disposal Facility (UMCDF) furnaces was completed Sunday, June 27. Over a 58-day period, the UMCDF performed 18 Metal Parts Furnace (MPF) runs over 3 conditions, eight Liquid Incinerator (LIC) runs, processed 178 mustard agent ton containers, collected and analyzed 56 ton container samples, filled an spiked 774 bottles of agent, collected and analyzed 16 agent tank samples, conducted 420 Demilitarization Protective Ensemble (DPE) entries, and processed 231,216 lbs. of agent and 475,208 lbs. of spent decontamination solution.
