The Umatilla Chemical Agent Disposal Facility’s (UMCDF’s) strong performance since April has drawn praise from top management in URS and a superior overall performance rating from the Army.

Pine Bluff Disposal Faclity, Arkansas, Completes Disposal
The Pine Bluff Chemical Agent Disposal Facility (PBCDF) safely completed disposal of the last mustard agent-filled ton container the evening of November 12, marking the successful completion of chemical weapons disposal operations at Pine Bluff Arsenal.

The Oregon Department of Environmental Quality (DEQ) has approved the UMCDF’s Temporary Authorization Request (TAR) to construct, install and systemize a Rinsate Feed Collection System (RCS). Official approval came from Steven Potts, DEQ administrator of the Chemical Demilitarization Program, in a letter dated Oct. 1. It notes that this temporary authorization will expire March 30, 2011, or when a decision on the rinsate Permit Modification Request (PMR) is made, which ever occurs first.

Umatilla Chemical Agent Disposal Facility weekly project update - September 23, 2010
The Umatilla Chemical Agent Disposal Facility (UMCDF) submitted a Class 2 permit modification request (PMR) to the Oregon Department of Enviromental Quality (DEQ) this week to revise Attachment 9 (Metals Feed Characterization, Spiking, and Extrapolation) of the UMCDF HD (mustard) Agent Trial Burn/Comprehensive Performance Test Plan. The proposed changes reflect a request to establish appropriate HD metal feed rate limits, following completion of the trial burn, utilizing spiked metals representative of the metal volatility classes.
A public information meeting on this PMR will be held at 6 p.m. on October 13, 2010 at Good Shepherd Medical Center in Hermiston.

The Umatilla Chemical Agent Disposal Facility (UMCDF) Tuesday submitted a Temporary Authorization Request (TAR) to the Oregon Department of Environmental Quality (DEQ) to construct, install and test the Rinsate Feed Collection System (RCS). The removal of the solid or semi-solid material, referred to as “heel” in HD ton containers (TCs), has presented challenges throughout the chemical weapons demilitarization program. The proposed RCS would provide an additional method of treatment for the HD rinsate by treating the liquid fraction in the Liquid Incinerators (LICs).

Umatilla Chemical Agent Disposal Facility weekly update - September 9
On Friday, Sept. 3, a Umatilla Chemical Agent Disposal Facility (UMCDF) maintenance worker donned a Demilitarization Protective Ensemble (DPE) suit and entered a toxic area of the plant to continue removal of obsolete machinery. But for entrant Mike Morehead, the entry was more than just another routine task accomplished in the course of a day.
The entry marked the 200th for Morehead, the first UMCDF worker to reach that number. What’s more remarkable is that he has never had a “hot cutout,” meaning he’s never come out of an entry with agent monitor readings above zero. He attributes this to impeccable decontamination practices. He has never been injured or become ill during an entry.

As a result of the external Environmental Management System (EMS) audit conducted earlier this month, it has been determined that the site maintains compliance with the International Standards Organization (ISO) 14001 Standards.
The UMCDF saw its chemical weapons destruction slow a little during the past week due to a couple furnace outages. First, one of the plant’s two Liquid Incinerators (LICs) is undergoing a scheduled outage for annual maintenance. The LIC 1 was shut down about a week ago to begin the outage, which is expected to last about 15 days. Second, the Metal Parts Furnace (MPF) had to be shut down for unscheduled maintenance when a water leak occurred in the Discharge Airlock (DAL).

The Umatilla Chemical Agent Disposal Facility (UMCDF) recently surpassed another major safety milestone. The site reached 7 million work hours without a lost time accident. The last injury where an employee missed work occurred on July 7, 2006. The number is the equivalent of a person working a 40-hour week for more than 3,365 years without missing work due to an injury.

Half of Umatilla stockpile has been destroyed
The Umatilla Chemical Agent Disposal Facility (UMCDF) has surpassed the 50 percent mark for destroying the original stockpile of chemical warfare agents at the Umatilla Chemical Depot. This includes all of the nerve agent and a portion of the mustard agent destroyed since the start of chemical operations in 2004.
As of Aug. 6, the UMCDF had destroyed more than 1,858 tons of liquid chemical agents, orhalf the original total of 3,717 tons stored at Umatilla since the 1960s.
Expect complete destruction in two years or less.

The 70-year-old ton container was manufactured in 1940. In 1946, it was filled with 1,768 pounds of mustard agent at the Rocky Mt. Arsenal, near Denver, Colo., and later transported to UMCD between 1962-1969, where it remained in storage until its disposal. Depot employees nicknamed the container “Grandpa.” Depot maps identified its storage structure as “Grandpa’s House.”

Umatilla Chemical Agent Disposal Facility weekly project update - July 21, 2010
Umatilla Chemical Depot workers took a pause Thursday, July 8, for the annual Depot Safety Day. Participants honed their skills in safety inspections, proper lifting techniques and ergonomics. The day also included fire extinguisher training, a personal protective equipment (PPE) fashion show and the annual chili cookoff.

In accordance with the facility’s Resource Conservation Recovery Act (RCRA) permit, the facility will operate at 50 percent of the permitted Agent Trial Burn rate while officials from the Oregon Department of Environmental Quality (DEQ) analyze data from the test burns. The RCRA permit allows for increased rates once the Agent Trial Burn (ATB) data has been analyzed and an increase is authorized by the DEQ. UMCDF will work closely with DEQ to increase the operations rate as permitted.
The ATB was completed on June 27 and the MPF outage began June 28. Prior to the maintenance outage, 374 mustard ton containers had been destroyed or 14.2 percent of UMCD’s mustard agent stockpile.

The Agent Trial Burns (ATBs) for all three Umatilla Chemical Agent Disposal Facility (UMCDF) furnaces was completed Sunday, June 27. Over a 58-day period, the UMCDF performed 18 Metal Parts Furnace (MPF) runs over 3 conditions, eight Liquid Incinerator (LIC) runs, processed 178 mustard agent ton containers, collected and analyzed 56 ton container samples, filled an spiked 774 bottles of agent, collected and analyzed 16 agent tank samples, conducted 420 Demilitarization Protective Ensemble (DPE) entries, and processed 231,216 lbs. of agent and 475,208 lbs. of spent decontamination solution.

A couple years ago, the Umatilla Chemical Depot began a program to assist the burrowing owl population that exists here. The owl, a member of the endangered species list, has responded to the depot’s help by increasing its local population. In fact, they’ve multiplied to the point where depot motorists must keep a watchful eye out for flightless young chicks attempting to cross roads. But, burrowing owls aren’t the only wildlife that drivers must be aware of. The depot is also home to pronghorn, coyotes, badgers, snakes, several types of birds and an occasional cougar.

Washington Benton County Monthly Test of CSEPP Sirens & Tone Alert Radios
The monthly test of tone alert radios and warning sirens in southern Benton County will take place Tuesday, May 25, at noon. The test is conducted by Benton County Emergency Management and is part of the Chemical Stockpile Emergency Preparedness Program (CSEPP) for the Umatilla Chemical Depot located near Hermiston, Oregon.

The first part of the two-part test involves the activation of the 20 CSEPP sirens located in southern Benton County near the Columbia River. When activated for the test, the sirens transmit a verbal message in English and Spanish stating that it is only a test followed by the sounding of the Westminster chimes. If there were an actual emergency, the sirens would blare a three-minute tone followed by instructions in both English and Spanish.
Immediately following the activation of the sirens, the tone alert radios are tested. The radios will sound a tone for eight seconds, followed by a verbal message in English and Spanish stating that it is only a test. If there were an actual emergency, the tone alert radios would blare a tone that increases in volume for about 25 seconds. The tone would be followed by instructions and information about the emergency in both English and Spanish.
Benton County Emergency Management conducts the tests on the last Tuesday of each month. There will not be a test of the Oregon Chemical Stockpile Emergency Preparedness Program (CSEPP) siren system the on Tuesday, May 25th . The sirens were tested on May 19th, the day of the CSEPP annual exercise. The sirens, as well as the tone alert radios and highway reader boards were used in the annual exercise.

Umatilla Chemical Depot Weekly Update, May 20
The Umatilla Chemical Depot, UMCDF and several agencies outside the depot participated in the annual full-scale Chemical Stockpile Emergency Preparedness Program (CSEPP) emergency exercise Wednesday. Depot and UMCDF emergency workers practiced dealing with a chemical agent-related incident on the depot. The exercise began around 9:20 a.m. and lasted about six hours.
Along with UMCDF and UMCD personnel, off-post Emergency Operations Centers at various sites participated in the drill.

Trace amounts of HD mustard chemical agent vapor detected in "igloo" May 13
Trace amounts of HD mustard chemical agent vapor were detected today inside a storage structure or “igloo” that houses bulk containers. The leaking container will be identified, inspected, repaired as necessary, and decontaminated.
There is no danger to the public or environment. The igloos have a passive filtration system that prevents chemical agent vapor from escaping outside the structures.

The Umatilla Chemical Agent Disposal Facility (UMCDF) began the HD mustard Agent Trial Burn (ATB) at 1:47 p.m. today. The ATB will be conducted in the Metal Parts Furnace (MPF) and the two Liquid Incinerators (LICs). he purpose of the ATB is threefold:
• To demonstrate compliance with permit limitations for plant emissions. In other words, the plant will show it can meet permit emission limits (including hydrochloric acid, mercury, particulate matter, dioxins, and furans) while burning mustard agent in the LICs and processing TCs through the MPF.
• To demonstrate compliance with all performance standards. UMCDF aims for a Destruction and Removal Efficiency (DRE) of 99.9999 percent, which ensures complete destruction of the agent.
• To establish incinerator operating conditions under which UMCDF will conduct the remainder of the mustard campaign in the MPF and LICs. In other words, the ATB will determine the maximum processing rate for agent through the LICs and establish how many TCs can be processed through the MPF in one day.
The ATB is expected to take up to 60 days to complete.

UMCDF is scheduled to begin the mustard chemical agent and secondary waste trial burn for the Liquid Incinerators (LICs) and Metal Parts Furnace (MPF) soon. This trial burn will be conducted using mustard ton containers and agent, and will consist of a series of at least three test runs for each specific operating condition.
The results of these tests will be used to demonstrate compliance with permit limits, as well as establish the final incinerator operating conditions under which the UMCDF will conduct future ton container and agent processing. The trial burn is expected to take up to 60 days.

Public input sought on depot plan
Dividing up the Umatilla Chemical Depot into areas for open space plus industrial, commercial and military use as envisioned by the Local Reuse Authority is the preferred plan in a new draft study open for public comment.
The Local Reuse Authority, a board appointed by the governor, has received 16 requests from organizations interested in using the depot’s land, buildings or surplus equipment.

Update on a worker's exposure to mustard agent March 17
Independent laboratory analysis of the worker’s urine samples confirmed mustard agent exposure. These results validate an earlier determination that was based on medical observation of the skin blister and a review of facility activities, records and monitoring. The worker’s skin blister continues to heal well.
A Root Cause Analysis for the agent exposure has been completed. The analysis indicated four overarching issues contributed to the event: Conduct of operations, procedural compliance, mustard agent awareness and the entry planning process. The analysis requires immediate corrective actions that will be required to return to performing less-than-Demilitarization Protective Ensemble (DPE) entries, the highest level of protection. These changes include re-education and certification of employees involved in the entry process, modifications to procedures and the work authorization process, and enhanced management oversight of entries.
An Event Review Board will evaluate the implementation of the immediate corrective actions prior to resuming less-than-DPE entries.
Meetings have been ongoing with plant employees to share information about the incident. The “agent awareness” training re-emphasizes the importance of recognizing potential agent contamination and the risks from potential contact with agent or other substances that may be encountered during an entry. Refresher training on the “conduct of operations” (defined as the culture of behavior to safely, reliably and efficiently operate the facility) reaffirms that situational awareness must always be our No. 1 priority in the toxic areas, regardless of level of protective equipment.

The CSI, conducted by the Department of the Army Inspector General (DAIG) every couple years, probes all aspects of storage and handling of chemical weapons both at the depot and the disposal facility. This includes ensuring all employees are adhering to Army and URS rules and regulations.

Beginning next week, staff from the U.S. Army Chemical Materials Agency (CMA) will be on the installation to conduct a Site Assistance Visit (SAV). The intent of the SAV, conducted at the request of the depot commander, is to provide an independent review and assessment of all or a portion of the chemical surety program, and to provide assistance in interpreting surety requirements and correcting problem areas.
